How many phone lines does my business need?

The honest answer is that you are asking about a unit that no longer exists. A line used to mean one wire, one number and one conversation at once. Today those are three separate decisions, and mixing them up is how businesses end up paying for capacity they never use.

The sixty-second answer

You are not buying lines any more. You are buying three separate quantities: how many phone numbers you publish, how many calls can be in progress at once, and how many phones exist. Size simultaneous calls from your busiest hour, not from headcount.

The unit you are asking about no longer exists

For most of the twentieth century, a phone line was a single physical thing that bundled three functions together. One pair of copper wires arrived at the building. It carried one phone number. It could carry exactly one conversation at a time. If you wanted two conversations, you bought a second line, and the second line brought a second number whether you wanted one or not.

That bundling is why "how many lines do I need" was once a sensible question with a single answer. It is also why the question misleads people today. On a hosted phone system those three functions have come apart, and you now size each one independently:

Numbers. The phone numbers you publish and that people dial.

Simultaneous calls. How many conversations can be in progress at the same moment.

Phones and extensions. How many devices and identities exist inside the business.

You can have one number handling six simultaneous calls. You can have four numbers sharing capacity for two. You can have fourteen phones on a system sized for three conversations. None of those are unusual configurations, and none of them can be described with the word "lines" without losing information.

Sizing the number that matters: simultaneous calls

The only quantity that produces a busy signal is simultaneous calls. It is also the one almost everyone estimates wrong, in both directions.

The wrong method is headcount. A ten-person business does not need ten simultaneous calls, because ten people are never on the phone at the same instant. A two-person business might well need three, because both people are on calls and a third caller is arriving.

The right method is your busiest hour. Not your busiest day, not the volume across a month, and not the hour you are busiest doing the actual work. Look at when calls arrive, count how many overlap, and use the peak. In most Canadian small businesses that peak is the first hour after opening, plus a smaller peak after lunch. A clinic that opens at eight has its phone crisis at eight, not at two.

A practical exercise: for one week, keep a tally sheet by the phone. Every time a call arrives while another call is already in progress, make a mark. Two marks in a busy hour tells you what you need to know. Zero marks all week means your problem is not capacity, it is that nobody is free to pick up, which is a routing problem covered in what missed calls cost a Canadian small business.

Then add headroom, but modest headroom. Seasonal businesses, anyone who advertises, and anyone whose customers all call after a storm should size for the peak season rather than the average one, because the whole point of capacity is the day you actually need it.

Simultaneous calls are also a bandwidth decision

Here is the connection that usually gets missed. Each live conversation on a hosted system is its own stream of small packets crossing your internet connection, carried by a protocol that does not guarantee delivery, does not prevent packets arriving out of order, and does not assume the network beneath it is reliable [1]. So the number of simultaneous calls you plan for is simultaneously a statement about how much of your upload is committed at peak.

Delay matters as much as raw capacity. ITU-T guidance on one-way transmission time treats delay as bounded, noting that a recommended one-way delay of 400 ms should not be exceeded for general network planning and that highly interactive tasks, including many voice calls, are affected at lower figures [2]. A connection that is fast but congested at nine in the morning will produce calls that talk over each other, which people report as a phone problem rather than an internet problem. The arithmetic is in bandwidth and quality of service requirements, and the symptoms are in why business calls keep dropping.

Sizing numbers, which is a marketing decision

How many phone numbers you need has nothing to do with capacity and everything to do with how you want to be found and measured. Reasons to hold more than one number:

A second location. A local number in each town you serve, both landing in the same system, is often worth more than any advertising you could buy with the same money.

A toll-free number if you sell across provinces.

A tracking number on a specific campaign or listing, so you can tell what is actually generating calls.

A number you already own that customers have used for years and that you have no intention of retiring.

All of those can point at the same people and share the same simultaneous-call capacity. The thing to check is whether your provider charges per number in a way that turns a sensible marketing decision into an expensive one.

Sizing phones and extensions, which is usually what you are billed on

The third quantity is how many phones and extensions exist. This is the one most likely to drive your monthly bill, so it deserves attention even though it does not affect whether callers get through.

An extension is an identity inside the system rather than a wire. The system maps a user's address to wherever that user is currently reachable, and a user is not limited to registering from a single device [5], which means one person can answer at a desk phone and a mobile without being counted twice — provided your provider counts people rather than devices. Do not forget the extensions that are not people: the warehouse, the shop floor, a conference room, a courtesy phone at a counter, a back door. They are cheap to add and easy to forget when you are comparing proposals that count things differently.

Reading a quote once you know your three numbers

Armed with simultaneous calls, numbers and extensions, you can force two proposals onto the same footing. Ask each provider, in writing: how many simultaneous calls are included and what happens when they are all in use; how many numbers are included and what an extra one costs; how extensions are counted, per person or per device; and what recurring charges exist that were not in the headline figure.

That last question has legal teeth in Canada. Subsection 74.01(1.3) of the Competition Act treats a price that is not attainable because of fixed obligatory charges or fees as a false or misleading representation, unless those charges are imposed under an Act of Parliament or a provincial legislature [4]. Sales tax on top is legitimate. A mandatory monthly fee that only appears at signing is a different matter. Ask for the all-in monthly figure and get it in writing.

The quiet failure to plan for

Every capacity decision has a failure mode, and the one for simultaneous calls is invisible. When capacity is full, the next caller does not reach anyone who can tell you about it. They get a busy tone or land wherever your system sends overflow, and then they call a competitor. You will never see that call in any report.

Which is why the decision worth making deliberately is not the capacity number itself but the overflow behaviour. Where does the call go when everyone is busy? A mailbox that is monitored, a mobile, an answering point, a message that gives an alternative — anything chosen on purpose beats whatever the default happens to be. A small business being able to understand what it is buying, in plain units, is a small part of that.

Frequently asked questions

How many phone lines does my business need?

Ask instead how many calls you need to have going at the same time during your busiest hour. That number, not your headcount, is what you are sizing. Most small offices need far fewer simultaneous calls than they have staff, because staff are not all on the phone at once.

Is a phone line the same as a phone number?

It used to be. On an old analogue setup, one line was one wire, one number and one conversation at a time, all bundled. On a modern hosted phone system those three things are separate: you can have one number that handles many simultaneous calls, or several numbers that share the same call capacity.

How do I work out my busiest hour?

Look at when your phone actually rings, not when you are busiest doing the work. For most trades and clinics it is the first hour of the morning and the hour after lunch. Count how many calls overlap in that window for a week. Two overlapping calls in the busiest hour means you need capacity for two, with a little headroom, not one per employee.

What happens if all my simultaneous calls are in use?

The next caller gets a busy signal or is routed somewhere else, such as a mailbox or an overflow destination. This is the failure nobody sees, because the caller never reaches you to complain about it. It is worth setting an overflow destination deliberately rather than finding out what your system does by default.

Does each simultaneous call use bandwidth?

Yes. Each live conversation is its own stream of packets on your internet connection [1], so the number of simultaneous calls you plan for is also a bandwidth decision. This is why sizing capacity and sizing your internet connection have to be done together rather than months apart.

Do more phones mean more lines?

No. A phone system separates the phone on a desk from the ability to have a conversation. You can have twelve phones and capacity for four simultaneous calls, and that is a normal, sensible configuration for a small office. What you should check is how your provider counts and bills phones, since that is usually the number that drives price.
